The digital world now allows anyone to take photos and use an oil painting filter and voila it has the faint appearance of oil painting. It's digital trickery and some people are not forthright in disclosing that, but rather deceive people by listing such digital work as "Oil Paintings" or "Watercolor paintings"!
Do your research and use the loupe feature to get a close look. You can usually detect the difference.
